Answer:

1) You have to weigh the sugar equally 4,5 kg in each packet.
2) Then divide the sugar from one packet in half by 2,25 kg (leave this amount in the first packet and the other 2,25 kg put into the other packet). And you'll have 2,25 kg in one packet and 6,75 in the other.
3) Using 2 weighers take 250 gr from the packet with 2,25 kg of sugar and put it into the other with 6,75 kg. In the result you'll have 2 kg in one packet and 7 kg in the other.
